8.B. - Page 16 <br />NOW, THEREFORE, BE IT RESOLVED, that the City of Redwood City, acting by <br />and through its City Council, having considered and been fully advised in the matter and <br />good cause appearing therefore does hereby resolve as follows: <br />SECTION 1. The City Council hereby resolves to consider adoption of an <br />ordinance to transition to a district -based election system for use in the City's General <br />Municipal Election for City Councilmembers beginning in November 2020. <br />SECTION 2. The City Council directs staff to work with the City's demographer, <br />and other appropriate consultants as needed, to provide a detailed analysis of the City's <br />current demographics and any other information or data necessary to prepare a draft map <br />that divides the City into voting districts in a manner consistent with the intent and purpose <br />of the California Voting Rights Act, the Federal Voting Rights Act, and all other federal <br />and state laws. <br />SECTION 3. The City Council hereby approves the tentative timeline as set forth <br />in Exhibit A, attached to and made a part of this resolution, for conducting a public process <br />to solicit public input and testimony on proposed district -based electoral maps before <br />adopting any such map. <br />SECTION 4. The timeline contained in Exhibit A may be adjusted by the City <br />Manager as deemed necessary, provided, however, that no time periods may be <br />extended that would extend the safe harbor provision period beyond March 31, 2019, <br />without the prior approval of Mr. Shenkman and his client. <br />SECTION 5. The City Council directs staff to post information regarding the <br />proposed transition to a district -based election system, including maps, notices, agendas <br />and other information and to establish a means of communication to answer questions <br />from the public. <br />SECTION 6. The City Council hereby resolves to consider adoption of a resolution <br />placing a Charter amendment on the March 3, 2020, statewide primary election ballot, <br />which would change the City's election system from "at -large" to "by -district," and to <br />consider and vote on such resolution no later than March 31, 2019. <br />Page 3 of 5 <br />ATTY/RESO.0090/CC RESO DISTRICT ELECTIONS <br />REV: 09-20-18 VR <br />
