6.1.A. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />September 24, 2018 <br />SUBJECT <br />Amendment No.1 to professional services agreement with SERA Design and <br />Architecture, Inc. (SERA) for urban planning services for the Downtown Parks Site <br />Assessment and Feasibility Study. <br />RECOMMENDATION <br />By motion, approve Amendment No.1 to the agreement with SERA to pay an amount <br />not to exceed $76,427.44 for additional urban planning services for the Downtown <br />Parks Site Assessment and Feasibility Study for a total amount not to exceed <br />$176,384.68. <br />BACKGROUND <br />On October 23, 2017, Council approved a professional services agreement with SERA <br />to conduct the Downtown Parks Site Assessment and Feasibility Study. The study <br />reported on the six (6) prospective locations for Downtown Parks and also assessed the <br />opportunities and constraints of the existing conditions. SERA presented the findings of <br />the Site Assessment and Ranking (first phase) to Council on June 25, 2018 and <br />received direction for which city -owned sites to proceed on to the Preliminary Site <br />Planning and Site Improvement Analysis (second phase). This directive included further <br />study of Redwood Creek that required much more extensive surveys to determine the <br />topography, property lines and high water line, and ultimately assert buildable areas. <br />ANALYSIS <br />The Consultant's scope of services is amended to include surveying services (boundary <br />survey and topographic survey) to be provided by Consultant's sub -consultant BKF <br />Engineers, as described in the attached Amendment to the Agreement. The <br />amendment also includes additional work by SERA for the study. <br />Amendment No.1 in the amount of $76,427.44 is 43% of the original contract value for <br />an aggregate total of $176,384.68. The community engagement and outreach was <br />conducted by staff. <br />ALTERNATIVES <br />Council may choose not to approve Amendment No. 1 in the amount of $76,427.44. <br />
