Permitting and Environmental Compliance <br />3.1 Complete documentation required under the California Environmental Quality Act <br />(CEQA) for the proposed implementation project. Take all required steps to <br />prepare, circulate, and certify the required CEQA document(s). <br />3.1.1 Submit the final CEQA document to the Grant Manager. <br />3.1.2 Obtain written environmental clearance from the State Water Board <br />confirming the State Water Board has made its own environmental findings <br />and concurred that implementation/construction may proceed. <br />3.2 Obtain all public agency approvals, entitlements, or permits required for Project <br />implementation before field work begins. If the Project is carried out on lands not <br />owned by the Recipient, the Recipient must obtain adequate rights of way for the <br />useful life of the Project. Submit a list and signed copies of such approvals, <br />entitlements or permits to the Grant Manager. <br />4. Planning, Design, and Engineering <br />4.1 Prepare the fifty percent (50%) design plans and specifications and submit to the <br />Grant Manager for approval. The Project shall capture, treat, or use storm water <br />runoff and dry weather flow collected from impervious surfaces within a drainage <br />area encompassing a minimum of five (5) acres. The Project shall be designed to <br />manage at minimum 0.66 -inch rainfall event (85t' percentile, 24-hour storm) using <br />the following approaches: <br />4.1.1 Install curb extension(s) terraced with a minimum of four thousand two <br />hundred (4,200) square feet of bio -retention planters on Middlefield Road <br />between Woodside Road and Main Street. <br />4.1.2 Install curb extension(s) terraced with a minimum of one thousand four <br />hundred sixty (1,460) square feet of green space with drought tolerant <br />landscaping on Middlefield Road between Woodside Road and Main Street. <br />4.1.3 Install curb extension(s) terraced with a minimum of two thousand one <br />hundred (2,100) square feet of bio -retention planters adjacent to Kennedy <br />Middle School on Goodwin Avenue and Connecticut Drive. <br />4.1.4 Install a minimum of three thousand one hundred (3,100) square feet of bio - <br />retention facility at Kennedy Middle School to capture storm water runoff <br />from the school playground. <br />4.2 Complete the one hundred percent (100%) design plans and specifications and <br />prepare a summary identifying any changes from the fifty percent (50%) plans. <br />Submit the one hundred percent (100%) design plans and specifications and <br />summary of changes for the Project to the Grant Manager for approval. <br />4.3 Complete the bid documents in accordance with the approved design plans, after <br />receiving all required approvals, and advertise the Project for bid. Submit the <br />advertised bid documents and bid summary to the Grant Manager. <br />
