By submitting the speaker’s card, the Mayor will recognize you at the <br />appropriate time. In order to afford all members of the public the opportunity to address <br />the City Council, a speaker shall not exceed 3 minutes. The time allotted might be less <br />than 3 minutes, at the discretion of the Mayor, to assure that the City Council has <br />adequate time to complete its work as set forth on the agenda. <br /> <br />The City Council believes that late night meetings deter public participation, can affect the <br />Council’s decision-making ability, and can negatively affect staff performance for the <br />remainder of the business week.
