ATTACHMENT 2 – GRADE SEPARATION WORK IN PENINSULA COMMUNITIES <br /> <br />San Mateo <br />The City of San Mateo is currently constructing the 25th Avenue Grade Separation <br />Project. It will raise the railroad tracks, slightly lower the street at E. 25th Avenue, <br />reconnect 28th and 31st avenues under the tracks, and build a new elevated Hillsdale <br />Station at E. 28th Avenue. Construction is expected to take two and a half years and <br />cost $180M (ending in the summer of 2019). <br /> <br /> <br />Menlo Park <br />The City of Menlo Park recently completed a project study report for the Ravenswood <br />Avenue Railroad Crossing Project. Similar to our proposed approach with Whipple <br />Avenue, Menlo Park focused on Ravenswood, but examined all at-grade crossings with <br />the study. Ultimately, two alternatives were refined through the community process and <br />presented for approval. In May, the City Council of Menlo Park approved the following: <br />· Selecting the preferred alternative to be Ravenswood Avenue going fully under <br />the railroad tracks (cost estimate is $140M-$190M) <br />· Sending a letter to Palo Alto, Atherton, Redwood City, Mountain View and <br />Sunnyvale soliciting their interest in a multi-city trench or tunnel <br />· Sending a letter to Caltrain requesting a bike/pedestrian path within Caltrain’s <br />right-of-way <br />· Adding project scope to complete a financial assessment of a trench/tunnel <br />alternative and to do a conceptual design and visual impact assessment of a fully <br />elevated alternative <br /> <br />Palo Alto <br />The City of Palo Alto has been studying grade separations extensively over the past <br />eight years, with an interest in the feasibility of trench and tunnel options. Palo Alto <br />currently has 4 at-grade crossings, 3 grade separated crossings and 2 bike/pedestrian <br />only crossings. Here are key findings from some of their recent work: <br />· Funding White Paper (11/21/17) <br />https://www.cityofpaloalto.org/civicax/filebank/documents/64628 <br />o Planning-level cost estimate to grade separate all crossings underground <br />ranges from $2.4 to $4B (drops to $300M - $1B for a subset of the <br />crossings) <br />o Evaluated a variety of funding sources and financing mechanisms (voter- <br />approved, value capture, state/federal sources) <br />8.B. - Page 9
