ATTACHMENT 2 – GRADE SEPARATION WORK IN PENINSULA COMMUNITIES

San Mateo
The City of San Mateo is currently constructing the 25th Avenue Grade Separation
Project. It will raise the railroad tracks, slightly lower the street at E. 25th Avenue,
reconnect 28th and 31st avenues under the tracks, and build a new elevated Hillsdale
Station at E. 28th Avenue. Construction is expected to take two and a half years and
cost $180M (ending in the summer of 2019).

Menlo Park
The City of Menlo Park recently completed a project study report for the Ravenswood
Avenue Railroad Crossing Project. Similar to our proposed approach with Whipple
Avenue, Menlo Park focused on Ravenswood, but examined all at-grade crossings with
the study. Ultimately, two alternatives were refined through the community process and
presented for approval. In May, the City Council of Menlo Park approved the following:
· Selecting the preferred alternative to be Ravenswood Avenue going fully under
the railroad tracks (cost estimate is $140M-$190M)
· Sending a letter to Palo Alto, Atherton, Redwood City, Mountain View and
Sunnyvale soliciting their interest in a multi-city trench or tunnel
· Sending a letter to Caltrain requesting a bike/pedestrian path within Caltrain’s
right-of-way
· Adding project scope to complete a financial assessment of a trench/tunnel
alternative and to do a conceptual design and visual impact assessment of a fully
elevated alternative

Palo Alto
The City of Palo Alto has been studying grade separations extensively over the past
eight years, with an interest in the feasibility of trench and tunnel options. Palo Alto
currently has 4 at-grade crossings, 3 grade separated crossings and 2 bike/pedestrian
only crossings. Here are key findings from some of their recent work:
· Funding White Paper (11/21/17)
https://www.cityofpaloalto.org/civicax/filebank/documents/64628
o Planning-level cost estimate to grade separate all crossings underground
ranges from $2.4 to $4B (drops to $300M - $1B for a subset of the
crossings)
o Evaluated a variety of funding sources and financing mechanisms (voter-
approved, value capture, state/federal sources)
8.B. - Page 9
