REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br /> <br />October 1, 2018 <br /> <br />SUBJECT <br />Approval of amendments to the Memoranda of Understanding between the City and the <br />International Association of Fire Fighters Local 2400, and between the City and the <br />Redwood City Police Supervisors Association to conform to California Public <br />Employees’ Retirement System reporting requirements. <br /> <br /> <br />RECOMMENDATION <br />Adopt a resolution approving side letters of agreement with the International Association <br />of Fire Fighters (IAFF) Local 2400 amending language in the 2013-2016 Memorandum <br />of Understanding (MOU), and with the Redwood City Police Supervisors Association <br />(PSA) to amend language in the 2015-2016 MOU to conform to California Public <br />Employees’ Retirement System (CalPERS) reporting requirements. <br /> <br /> <br />BACKGROUND <br />The CalPERS Office of Audit Services performed a review of special compensation <br />reported to CalPERS by the City of Redwood City between 2013-2016 for unit members <br />of IAFF Local 2400, and for unit members of PSA in 2015-2016. These reviews noted <br />that special compensation was not reported to the Board of Administration of the Public <br />Employees’ Retirement System as required by Government Code 20636, and by <br />California Code of Regulations 2 CCR 571, respectively. <br /> <br /> <br />ANALYSIS <br />The CalPERS Audit team required the City of Redwood City to retroactively report <br />corrected holiday and uniform pay for IAFF unit members as earned instead of in lump <br />sum, to amend the 2013-2016 IAFF MOU to clarify components of pay included in the <br />calculation of holiday pay, and to amend the 2015-2016 PSA MOU to document pay <br />reported in compliance with 2 CCR 571. In order to correct the CalPERS findings and <br />be in compliance with State requirements, the City Council must adopt the resolution as <br />presented with this Council report.
