Manager <br /> April 3 , 2006 <br /> Subject <br /> Agreement for the management of major Downtown parking facilities <br /> Recommendation <br /> Approve an agreement with Ampco System Parking to manage the Jefferson Avenue Garage, <br /> the Marshall Street Garage, and the Middlefield Road Parking Lot notto exceed $435,000 for the <br /> first year. <br /> Background <br /> In order to provide excellent customer service, a clean and tidy appearance, and efficient <br /> operation, as well as to comply with the Parking Facilities Agreement, staff sought proposals to <br /> manage the Jefferson Avenue Garage, the Marshall Street Garage, and the Middlefield Road <br /> Parking Lot from qualified parking management firms. <br /> Three qualified firms responded and a selection committee interviewed all three firms and <br /> conducted reference checks. It was the unanimous decision of the selection committee that <br /> Ampco System Parking be recommended as the parking management firm. The decision was <br /> based on the quality of their proposal, the breadth of their experience managing similar facilities, <br /> their client satisfaction rate, and the selection committee's satisfaction with their presentation <br /> and their overall understanding of Downtown Redwood City's parking needs. <br /> Preparing Downtown's three largest off-street parking facilities for operation includes retrofitting <br /> the Marshall Street Garage with a new payment system, restoring the Middlefield Road Parking <br /> Lot after temporary use as a construction staging area and retrofitting it with a new payment <br /> system, and opening up an entirely new garage (all coordinated with the opening of new <br /> businesses and road work). Due to the complexity of the project, it is proposed that Ampco's <br /> management of these parking facilities be phased in . <br /> Phase I would begin in early April and would consist of the operation of the Marshall Street <br /> Garage. This phase will give Ampco an opportunity to initiate operations in Redwood City, train <br /> their staff to operate our equipment, and to trouble shoot any unforeseen circumstances. The not <br /> to exceed amount for this phase will be $22,250 per month, pro-rated for the actual time spent in <br /> this phase. <br /> Phase 11 is anticipated for late April and would include the addition of the new Jefferson Avenue <br /> Garage to Ampco's responsibilities.
