Scope of Work <br />The scope of work for this first phase (Phase 1) is to complete a Study and Analysis. The Study <br />will review the initial conceptual studies and build upon that foundation. The Study will also <br />identify the characteristics for service, ridership, revenue and costs. The Analysis will seek to <br />understand the economic and social value of a terminal and ferry service to the community. <br />The Study will seek to do the following: <br />• Explore potential near-term and long —term ferry routes <br />• Estimate capital costs and funding sources <br />• Estimate operating costs and funding sources, including farebox revenues <br />• Evaluate implications of WETA route expansions to funding availability for <br />Redwood City Ferry Service <br />• Conduct market analysis to quantify: <br />o Potential ridership <br />o Travel times relative to alternative modes <br />o Potential Fare levels <br />o Estimated fare box revenues <br />- Explore potential last -mile connection services <br />Identify potential private partnership opportunities <br />The Analysis will seek to do the following: <br />• Evaluate the costs and benefits of ferry service relative to single occupant vehicular <br />driving between destination and origin points <br />• Identify and quantify local and regional benefits <br />• Quantify benefits of the terminal as both a transit hub and resource for emergency <br />services <br />• Quantify years to return on investment <br />• Assess ferry service and terminal's potential to induce development <br />During the course of Phase 1, the City will develop a comprehensive public outreach approach to <br />solicit information from residents, businesses and commuters to help inform analysis on <br />ridership, route characteristics, and viability of a new ferry service. <br />Project Schedule: <br />Begin <br />End <br />Pre -Project Planning* <br />09/18 <br />09/19 <br />Consultant Selection <br />09/18 <br />01/19 <br />Community Engagement <br />07/19 <br />06/20 <br />Financial Feasibility Study and <br />Cost Benefit Analysis <br />01/19 <br />02/21^ <br />*Other phases pending outcome of Financial Feasibility Study and Cost Benefit Analysis <br />^End assumed to be through January or ending by January 31, 2021. <br />Project Budget/ Source of Funding: <br />REV: 10-26-2020 PR <br />ATTY/AGR.Amend.
