4:11=11fiT Y <br />SCOPE OF SERVICES <br />The Consultant shall provide the following services starting on October 8, 2018 for a <br />sum not to exceed $30,000. <br />• Meet with City staff who are involved with wireless telecom issues and prepare a <br />map/flowchart/summary of current telecom regulatory and permitting issues and <br />projects that identifies staff/departments, and timeline or schedule. <br />• Review and comment on draft Master License Agreements and leases for <br />antennas/towers; recommend appropriate business terms and pricing. <br />• Provide an analysis other cities' Master License Agreements' in order to identify <br />terms and conditions including fair annual pole fee, term of agreement, aesthetic <br />requirements or design specifics that may be best practices for the City. <br />• Assist with developing criteria for coordination of sites owned by different <br />carriers. <br />• Evaluate third party offers to purchase existing and/or new leases. <br />• Develop a template for a City Council staff report on wireless leases and small <br />cell site agreements. <br />• Assist, as necessary, with negotiation of any agreements with telecom providers. <br />• Assist with development of a City wireless ordinance. <br />• Perform additional tasks as directed by the City. <br />REV: 10-03-18 VR Page 9 of 10 <br />ATTY/AGR.2018.241/Tellus Venture Associates AI/ <br />
