F. - Page 1 <br />REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />October 22, 2018 <br />SUBJECT <br />General Services Agreement for Landfill Disposal Site Service <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute a one-year General <br />Services Agreement with Browning-Ferris Industries of California, Inc. (BFI) in an <br />amount not to exceed $120,000, including City Manager authority to extend the <br />agreement for two additional consecutive two-year terms, for a total not to exceed <br />contract price of $621,816. <br />BACKGROUND <br />The Public Works Services Department (PWS) generates construction spoils in the <br />course of maintenance and repair of the City's infrastructure. The debris is temporarily <br />stored at the PWS Corporation Yard prior to being hauled to a landfill facility for final <br />disposal. <br />ANALYSIS <br />PWS staff advertised the Notice Inviting Bid (NIB) for landfill disposal site service in a <br />local newspaper and on the City's website. Staff also emailed copies of the bid notice to <br />three vendors. Despite publicly posting the information and contacting vendors directly, <br />PWS received only two responses by the bid deadline from BFI and Zanker Road <br />Resource Management LTD (Zanker).
