Approve the contract documents and award the standard form <br />construction contract for the Whipple Avenue and Iris Street Enhanced <br />Crossing Project to Golden Bay Construction, Inc. of Hayward, California for <br />their responsive and responsible low base bid of $127,525.66; <br />2. Authorize the City Manager to execute the contract and increase the <br />contract amount, if necessary, up to 10% of the amount awarded, not to <br />exceed $140,278.23; and <br />3. Find that the project is exempt from the California Environmental Quality <br />Act (CEQA) under CEQA Guidelines Sections 15301 (Existing Facilities) and <br />15302 (Replacement or Reconstruction). <br />B.
