' 10.6-. o -
limits established by requiring certain design standards.

These improvements should perpetuate retail activity in the downtown area.

Realistically, it will be difficult for the downtown to draw shoppers back
from the major shopping centers. However, the creation of a primarily retail
core will act as a supplement to the generic malls, where shoppers can find
specialty shops, and enjoy a pedestrian-friendly atmosphere. The amendment
will create a retail core that will encourage pedestrian use of downtown
Redwood City, strengthen the downtown economy, and revitalize the city
center.

One advantage of the proposed retail area will be its proximity to Sequoia
Station. An attractive and strong retail-based downtown will attract
shoppers from this project, supporting the efforts of the new zoning
district.

ENVIRONMENTAL DETERMINATION

It was determined that a Negative Declaration with mitigation measures should
be prepared for this project. Please refer to case EA 10909-1 for further
information.

RECOMMENDATION

Staff recommends that the Planning Commission recommend to the City Council
that the proposed amendment to the Zoning Ordinance be approved. Such action
would be consistent with the intentions of the land-use policies and
objectives of the General Plan, and the Downtown Development Plan.

PREPARED BY: KL:kl (10/4/91)
REVIEWED BY: JP (10/4/91
