HonorableMayorand?.ityCounc,I <br />_ From the C~ty Manager <br /> <br /> September 23, 2002 <br /> <br /> Subject <br /> Cost allocation amendment to the agreement with the County of San Mateo for the <br /> provision of animal control services for the period of July 1, 2002 through June 30, 2003. <br /> <br /> Recommendation <br /> Adopt the amendment to the existing contract agreement with the County of San Mateo for <br /> the provision of animal control services for the period of July 1, 2002 through June 30, <br /> 2003. <br /> <br /> Background <br /> For approximately 45 years, the cities of San Mateo County have contracted with the <br /> County of San Mateo for animal control services. The County subcontracts these services <br /> to the Peninsula Humane Society (PHS). Cities may choose to provide their own animal <br /> control services, however; these costs would be significantly greater than those under the <br /> contract. <br /> <br /> The key services the City receives under the contract are: <br /> <br /> 1. Field enforcement of State laws, and local ordinances pertaining to domestic <br /> animals. <br /> <br /> 2. Investigation of complaints of animal nuisances. <br /> <br /> 3. Shelter services, including impounding, receiving of unwanted animals, housing, <br /> adoption, euthanasia, and disposal. <br /> <br /> 4. Treatment services to injured animals. <br /> <br /> The fees charged to each city under the current contract are based on a formula that <br /> utilizes population, and assessed property values, with the cities paying 70% of the total <br /> costs for PHS services, and San Mateo County paying 30% of those total costs. In FY <br /> 01/02, under the existing agreement, the City of Redwood City's porlion of these costs was <br /> 11.3%. <br /> <br /> As a result of a study by the consulting group DMG-MAXlMUS, a revised formula based on <br /> service levels was developed to allocate the cost sharing for PHS services. <br /> Representatives from a majority of the contract cities, and the County's representative, <br /> have tentatively approved this revised formula calculation. Total projected costs for PHS <br /> services for FY 02/03 are $4,300,737. Under the revised formula in the proposed contract <br />- amend ment, the City of Redwood City would pay 11.66%, or $501,466 of the total costs for <br /> PHS services for FY 02/03, and San Mateo County would pay 7.01%, or $301,385, with the <br /> balance divided among the remaining cities.
