Recommendation: <br />By Motion: <br />1. Approve and authorize the City Manager to execute the contract <br />documents for the Alameda De Las Pulgas Sidewalk Improvement <br />Project; reject the Non-responsive Apparent Low Bid of $345,000.00 from <br />Empire Engineering of San Francisco, California; and award the standard <br />form construction contract (Section 00520) to the second lowest <br />responsible bidder, RK Engineering of San Francisco, California, for their <br />Responsive and Responsible bid of $356,368.00; and, authorize the City <br />Manager to increase the contract amount, if necessary, up to 10% of the <br />original contract amount, not to exceed $392,004.80; and confirm <br />determination that the project is exempt and meets California <br />Environmental Quality Act (CEQA) exemption criteria as set forth in <br />Section 15302 (Replacement or Reconstruction) of the CEQA <br />Regulations <br />2.
