6.D. - Page 58 of 70 <br />PUBLIC PROCUREMENT AUTHORITY <br />Law Enforcement Equipment Solicitation Synopsis <br />Solicitation No. 1510 <br />Intent <br />The Public Procurement Authority (PPA) served as Lead Agency to solicit proposals for <br />Law Enforcement Equipment. PPA works in cooperation with National Purchasing <br />Partners "NPP" and its Government Division dba NPPGov, dba FireRescue GPO, dba Law <br />Enforcement GPO and dba Public Safety GPO (collectively hereinafter "NPPGov"), to <br />service the PPA and NPPGov membership. The published Request for Proposal (RFP) <br />contained provisions that permitted all members of PPA and NPPGov throughout the <br />nation to "piggy -back" off the resulting Master Price Agreement. <br />Determination for issuing RFP vs. Sealed Bid <br />PPA has determined that it is advantageous for PPA to procure Law Enforcement <br />Equipment using the competitive RFP process rather than sealed bidding. Sealed <br />bidding limits evaluation of offers solely to compliance with the requirements, provides <br />no opportunity to compare the product and service offerings among the vendors, <br />prohibits revision of the offers, and uses price as the predominate deciding factor. Such <br />limitations prevent PPA from awarding the most advantageous contract(s) for PPA and <br />its members. <br />Procedure <br />PPA issued an RFP (1510) on January 14, 2015. <br />The RFP was published in the Daily Journal of Commerce on January 14, 2015. <br />The RFP was published in USA Today on January 19, 2015. <br />The RFP closed on March 4, 2015. <br />The RFP was awarded on May 26, 2015. <br />The RFP was posted to the following web sites: www.nppgov.com, <br />www.procurementauthority.org, and www.findrfp.com <br />The text of the published notice of solicitation is as follows: <br />Public Procurement <br />Authority (PPA) <br />
