7.A. - Page 1 of 25 <br />/<;i-ik <br />Redwood <br />CitylCallifornia <br />rounded 1967 <br />*A/ <br />DATE: November 5, 2018 <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />SUBJECT: Consideration of Historic Landmark Designation and Historic Property Preservation <br />Agreement (Mills Act Contract) for a residence located at 127 Finger Avenue (APN: 052-063-080) <br />RECOMMENDATION <br />Hold a public hearing and: 1) Adopt a resolution designating the structure at 127 Finger Avenue, <br />Redwood City, California an Historic Landmark, and 2) By motion, approve and authorize the City <br />Manager to execute and record an Historic Property Preservation Agreement (Mills Act Contract) for <br />said property. <br />BACKGROUND <br />On August 9, 2018, the Historic Resources Advisory Committee (HRAC) toured the subject site, reviewed <br />the historic evaluation, and reviewed the proposed 10 -year improvement and maintenance plan. The <br />HRAC voted 5-0 to recommend local historic designation of the residence at 127 Finger Avenue because <br />of the unusual use of brick as the exterior material for a single-family residence in Redwood City. In <br />addition, the HRAC voted 4-1 (Committee Member Rolandelli dissenting) to recommend approval of a <br />Mills Act Contract and the associated 10 -year maintenance and improvement plan, as amended. <br />Committee Member Rolandelli's objection was due to the inclusion of a structural evaluation as part of <br />the 10 -year maintenance and improvement plan. Overall, he was supportive of both the designation <br />request and a Mills Act Contract for the property. <br />Subsequently, the Planning Commission reviewed the project at a public hearing on September 18, <br />2018. The Planning Commission voted 5-0 (Commissioner White absent) to adopt resolution 18-15 <br />(Attachment 4) recommending that the residence at 127 Finger Avenue be designated a Redwood City <br />landmark and to approve the Mills Act contract. <br />ANALYSIS <br />Historic Landmark Designation: Redwood City Municipal Code Chapter 40 <br />The historic landmark designation process is a three-step process, which first involves a <br />recommendation from the HRAC to the Planning Commission. The second step is a recommendation <br />from the Planning Commission to the City Council. The third step is final action by the City Council.
