Consideration of Historic Property Preservation Agreement (Mills Act <br />Contract) for a residence at 221 Standish Street (APN:052-254-070) <br />Recommendation: <br />Hold a public hearing and, by motion, approve and authorize the City Manager <br />to execute and record an Historic Property Preservation Agreement for the <br />residence at 221 Standish Street. <br />CEQA: <br />Categorically Exempt - Class 8 (Actions by Regulatory Agencies for Protection of <br />the Environment) and Class 31 (Historical resource restoration/rehabilitation). <br />7.C. Tax Equity and Fiscal Responsibility Act (TEFRA) Hearing - Regarding Issuance <br />of Multifamily Housing Revenue Bonds by the California Statewide <br />Communities Development Authority (CSCDA) for the benefit of 353 Main <br />Street Family Apartments, L.P. <br />Recommendation: <br />1. Conduct a TEFRA Hearing in consideration of the issuance of tax exempt bond <br />financing by the California Statewide Communities Development Authority <br />(CSCDA) for the benefit of 353 Main Street Family Apartments, L.P., to provide <br />financing for the acquisition, construction, improvement, and equipping of a <br />125 -unit affordable multifamily rental housing project generally known as 353 <br />Main Street Family Apartments. <br />2. Adopt a resolution approving the issuance of Bonds by the CSCDA not to <br />exceed $70,000,000, for the benefit of 353 Main Street Family Apartments, L.P., <br />to provide financing for the acquisition, construction, improvement, and <br />equipping of a 125 -unit affordable multifamily rental housing project generally <br />known as 353 Main Street Family Apartments. <br />CEQA: <br />This is not a project under California Environmental Quality Act (CEQA) <br />Page 5of6 <br />5 <br />
