7.13. - Page 1 of 23 <br />/<;i-ik <br />Redwood <br />CitylCallifornia <br />rounded 1967 <br />*A/ <br />DATE: November 5, 2018 <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />SUBJECT: Consideration of Historic Property Preservation Agreement (Mills Act Contract) for a residence <br />at 221 Standish Street (APN: 052-254-070). <br />RECOMMENDATION <br />Hold a public hearing and, by motion, approve and authorize the City Manager to execute and record a <br />Historic Property Preservation Agreement (Mills Act Contract) for the residence at 221 Standish Street. <br />BACKGROUND <br />The subject property, locally known as the Joseph and Lettera DeBenedetti House, is a designated <br />Redwood City landmark and a contributing structure to the Mezesville Historic District. The residence is <br />one of the oldest residential buildings in Redwood City, built in 1893, and is considered a good example <br />of the National Folk architectural style. <br />The Historic Resources Advisory Committee (HRAC) visited the property and reviewed the proposed 10 - <br />year improvement and maintenance plan on August 9, 2018. The HRAC voted 5-0 to recommend <br />approval of a Mills Act Contract and the associated 10 -year maintenance and improvement plan, as <br />amended. <br />Subsequently, the Planning Commission reviewed the project at a public hearing on September 18, <br />2018. The Planning Commission voted 5-0 (Commissioner White absent) to adopt resolution 18-14 <br />(Attachment 2) recommending approval of the Mills Act contract. <br />ANALYSIS <br />Historic Property Preservation Contracts, which are also known as "Mills Act" contracts, are considered <br />by numerous local governmental agencies and preservationists throughout California as one of the most <br />beneficial historic preservation incentives available today. Mills Act contracts provide for yearly property <br />tax savings for the owner that can be channeled towards the long-term maintenance of a property.
