10/22/2018 <br />Exhibit A-2 <br />Proposed Classification <br />CAPITAL IMPROVEMENT PROGRAM (CIP) MANAGER <br />DEFINITION <br />• Under general direction, provides fiscal oversight and analysis of capital projects; <br />• Serves as the point person and nexus for information and activity related to the <br />citywide Capital Improvement Program (CIP) and individual capital projects; <br />• Oversees development and production of the Five -Year CIP budget document; <br />• Leads the decision-making process and collaborates with department heads and <br />staff regarding capital project prioritization; and <br />• Provides highly complex and responsible support to the Assistant City Manager of <br />Administrative Services in areas of expertise, and performs related work as <br />required. <br />DISTINGUISHING CHARACTERISTICS <br />This is a professional level position requiring substantial prior project management work <br />experience. The CIP Manager receives only occasional instruction and is expected to <br />manage complex projects requiring the use of independent judgment and initiative. <br />Appointment to this class requires that the employee be performing the full range of duties <br />for the CIP budget preparation, and provide oversight of capital assets, revenues, debt <br />issuance and risk management related to the CIP. <br />SUPERVISION RECEIVED AND EXERCISED <br />Receives general direction from the Assistant City Manager of Administrative Services. <br />Exercises lead responsibilities in the decision-making process and collaboration with <br />department heads and staff regarding capital projects. May supervise staff, as <br />appropriate. <br />EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES <br />1. In collaboration with department heads and related staff, leads the development and <br />production of the annual Five -Year CIP budget document. <br />2.
