Council discussion. <br />Recommendation: <br />Hold public hearing on the removal of the marked crosswalk across Whipple <br />Avenue at Woodstock Place and by motion: <br />1. Approve the contract documents and award the standard form <br />construction contract for the Whipple Avenue and Iris Street Enhanced <br />Crossing Project to Golden Bay Construction, Inc. of Hayward, California <br />for their responsive and responsible low base bid of $127,525.66; <br />2. Authorize the City Manager to execute the contract and increase the <br />contract amount, if necessary, up to 10% of the amount awarded, not to <br />exceed $140,278.23; and <br />3.
