7.A. - Page 4 of 7 <br />proposed Council district or sketch an entire citywide map of seven Council districts. Residents would then <br />submit their proposed map(s) to Districtelections@redwoodcity.org. The City's demographic consultants <br />will generate the population and other demographic details for resident- proposed maps. After a resident <br />draws their proposed plan(s), they can compare them with the other maps posted to the City's Draft Maps <br />page. <br />Initial Draft Maps Due by January 18, 2019 <br />The release of the initial draft maps is only the beginning of the mapping process, not the end. After the <br />initial deadline on January 18, 2018, residents can use the online districting tool (or any other method) to <br />draft and submit initial draft map revisions for public and Council consideration as the process moves <br />forward. <br />Paper/Portable Document Format (PDF) -Based Map Drawing <br />The simplest approach to drawing a map proposal is to use the participation kit map (in English or in <br />Spanish) to draw proposed districts and calculate the total population. <br />Microsoft Excel Supplement <br />Residents who are familiar with the basic functions of Microsoft Excel can let Excel do the total population <br />and demographic math for them. Residents can access the Excel link on the City's website and can save <br />an Excel file to their computer. They would then use the Excel file and the Map of Population Unit ID <br />numbers from the interactive review map to assign the Population Units to their desired districts, and <br />Excel will provide the resulting demographics for each district. <br />Interactive Public Participation Kit Supplement <br />If residents want to see exactly where the various Population Unit boundaries are located, or if they have <br />difficulty reading the small print on the 8.5x11 PDF files, they can use an online interactive map on the <br />City's website to zoom in and out on the Population Unit boundaries and population counts. It works like <br />Google Maps, except residents use check -boxes to choose what layers and labels they want to see on the <br />map. Once released, the Draft Maps will be available as layer options on this same map. <br />Online Districting Tool <br />The most powerful map -drawing tool is the online districting tool. This tool enables residents to draw <br />districts Census Block by Census Block, just like the professional demographers. Residents can fine-tune <br />their district lines and see, in detail, the resulting demographics as they draw their map. <br />When users of the online tool submit their maps, they can also opt to "share" their maps as new templates <br />for all users of the system. <br />Next Steps <br />Following the November 19 public hearing, staff will commence communication and engagement plans <br />to solicit resident feedback on district boundaries via the public participation toolkits. <br />On January 15, 2019, the City will hold three community forums led by the City's demographer; mapping <br />kits will also be made available at these meetings: <br />Veterans Memorial Senior Center at 11:00 a.m. <br />Fair Oaks Community Center at 5:00 p.m. <br />Downtown Library, Community Room at 7:00 p.m. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcitV.org <br />128 <br />
