7.B. - Page 13 of 18 <br />An impact is not peculiar to the parcel or the project if uniformly applied policies or <br />standards were adopted with a finding that they would substantially mitigate impacts of <br />future projects (Section 15183 (f)). This memorandum constitutes the analysis required by <br />Section 15183(b) to support the City's approval of the project. <br />ANALYSIS <br />Applicability of Section 15183 <br />Section 15183 applies because the proposed zoning amendment is consistent with the <br />land -use designation of the project site and the policies established by the City's 2010 <br />General Plan, for which the City certified an EIR (Section 15183(a)). <br />2010 Redwood City General Plan EIR <br />The City certified the Redwood City General Plan EIR on October 11, 2010. The Program <br />EIR evaluated the potential impacts of development contemplated by the General Plan. The <br />City Council adopted all feasible mitigation measures to mitigate the potential impacts of <br />such development to less than significant levels. However, mitigation of some potential <br />impacts to less than significant levels was not feasible. The City Council adopted a <br />Statement of Overriding Considerations for significant and unavoidable impacts and also <br />adopted mitigation measures to reduce the severity of those impacts. The Program EIR <br />may be used as the primary environmental document to evaluate all subsequent planning <br />and permitting actions associated with projects in the City. <br />The General Plan designated the subject property with the Commercial - Regional land use <br />category which provides opportunities for general retail, commercial services, restaurant, <br />lodging, vehicle sales and service, commercial recreation, professional offices, medical and <br />financial institutions, and other similar business activities. Automobile dealerships are <br />described as a representative example of an allowable development form in the <br />Commercial - Regional land -use category. The Development Standards in the Commercial - <br />Regional category are Maximum Intensity: 1.0 Floor Area Ratio (FAR) and Maximum <br />Height: Five stories within the U.S. 101 Corridor; 3 stories in all other locations. <br />The project is consistent with the Commercial - Regional land use designation and <br />General Plan for Redwood City in terms of development intensity. The Zoning <br />Amendment would conditionally permit automobile sales and service uses at the project <br />site which is an allowed use in this land use category. Any proposed vehicles sales use <br />would have to apply for a Conditional Use Permit and Architectural Permit and would be <br />required to comply with the standards for development intensity established in the General <br />Plan. <br />The project complies with General Plan Goals, Polices, and Programs, including but <br />not limited to: <br />Page 3 of 8 <br />144 <br />
