6.A. - Page 13 of 23 <br />EXHIBIT "A" <br />Scope of Services and Costs <br />Scope of Work <br />Rincon Consultants, Inc. (Rincon or Consultant) will analyze, update as necessary, and edit existing <br />information to provide an environmental document that adheres to current CEQA requirements and <br />focuses on those mitigation measures that are required based on the impacts identified in the analysis. <br />Unless a different environmental document is appropriate as set forth below, Rincon will prepare the EIR as <br />a Supplemental EIR to the City of Redwood City General Plan EIR (October 2010), in accordance with CEQA <br />Guidelines Sections 15163 and 15168. Rincon will review information from the certified General Plan EIR, <br />and will reference verified information from this document in the Supplemental EIR (SEIR). The SEIR will <br />supplement the General Plan EIR analysis with new or updated analysis as necessary and appropriate, <br />especially for issue areas which are the subject of new regulations or standards since certification of the <br />General Plan EIR, in areas such as tribal cultural resources, greenhouse gas emissions, and intersection level <br />of service (LOS) impacts. <br />The SEIR will, to the extent possible, rely on existing environmental documentation and technical studies <br />prepared for the project area, including the General Plan Final EIR, and the technical studies completed for <br />that project. This work program outlines the steps that would be needed to adhere to state environmental <br />documentation requirements. <br />Preparation of the Supplemental EIR will include the following tasks: <br />Task 1. Project Initiation and Data Collection. As part of this task, Rincon will gather any additional <br />materials available for the proposed Zoning Code and General Plan Amendment, including relevant planning <br />documents, any technical analyses prepared by the City, and recent environmental documentation <br />prepared for projects in or near the project area. Rincon will also prepare the Notice of Preparation (NOP) <br />for the city's use and publication, and the Project Manager will attend one scoping meeting. Rincon will <br />evaluate the approach after transportation study produces preliminary results for the possibility of an EIR <br />addendum. If that approach is adequate for CEQA compliance, Rincon will revise the scope and budget to a <br />lower amount. If not, Rincon will proceed with SEIR. <br />Task 2. Administrative Draft Supplemental EIR. This task includes all of the steps necessary to complete an <br />Administrative Draft SEIR for the proposed Zoning Code and General Plan Amendment. The SEIR would <br />contain all sections required pursuant to CEQA. In accordance with CEQA Guidelines Section 15163, the SEIR <br />will include only the information necessary to make the previous EIR adequately apply to the project in the <br />changed situation. As explained in CEQA Guidelines Section 15151: <br />An EIR should be prepared with a sufficient degree of analysis to provide decision -makers with information <br />which enables them to make a decision which intelligently takes account of environmental consequences. An <br />evaluation of the environmental effects of a proposed project need not be exhaustive, but the sufficiency of <br />an EIR is to be reviewed in light of what is reasonably feasible. <br />To the extent possible, Rincon will incorporate information from existing environmental and planning <br />documents that are applicable to the project area and project. <br />REV: 11-13-18 PR <br />Page 9 of 15 <br />ATTY/AGR.2018.263/Rincon Consultants, Inc. 19 <br />
