Rate structure recommendations will consider current and future operations and maintenance costs, projected demands, water supply, and capital improvement requirements. • Review impacts of projected new development and redevelopment on rates, including differentiation of capital costs associated with rehabilitation/replacement of existing utilities from capital costs for improvements required for expansion of service as a result of new development. • Attend two Utilities Committee Meetings/Rate Workshops to present finding, recommendations and key alternatives. Respond to questions and obtain input for development of rate and fee recommendations • Conduct a minimum of two community meetings to inform the public of any rate changes prior to the Proposition 218 hearing. • Meet with City to discuss final recommendations • Attend the Public Hearing for the adoption of new rates Deliverables • Draft and final reports that summarize key findings and recommendations and demonstrate compliance with legal requirements for rates and capacity charges. Final draft will serve as a document of record. Draft and final reports will be made available in Word, Excel and PDF file formats and shall be editable by City Staff. Final draft due to City no laterthan July 31, 2019. • Draft of Proposition 218 Notice of proposed rate increases • Attend up to two meetings/rate workshops with the Utilities Committee to present findings, recommendations and alternatives and receive input for inclusion in the final report. • Power Point presentation to support each Utilities Committee Meeting shall be provided to City staff no later than two weeks prior the meeting. • Conduct/participate in a minimum of two community meetings to inform the public of any rate changes prior to the Proposition 218 hearing. • Template Power Point presentation slides in support of the Public Hearing shall be provided no later than one month priorto the meeting REV: 11-08-18 VR Page 11 of 13 ATTY/AGR.2018.260/Bartle Wells/Water & Sewer Utility Rate Study
