• Evaluation of current development fees and procedures <br />• Regional water and sewer development impact fee surveys <br />• Identification of alternative fee methodologies or approaches <br />• Calculations of new water, sewer and potential recycled water capacity charges <br />Phase 5 <br />Tasks <br />• Evaluate the Silicon Valley Clean Water (SVCW) budget and its impact upon the City's share of <br />SVCW's costs for administration, operation and CIP <br />• Recommend rate and fee structures for potable water, recycled water, and sewer utilities that <br />will fairly recover allocated costs and adequately fund reserves. Rate structure <br />recommendations will consider current and future operations and maintenance costs, projected <br />demands, water supply, and capital improvement requirements. <br />• Review impacts of projected new development and redevelopment on rates, including <br />differentiation of capital costs associated with rehabilitation/replacement of existing utilities <br />from capital costs for improvements required for expansion of service as a result of new <br />development. <br />• Attend two Utilities Committee Meetings/Rate Workshops to present finding, recommendations <br />and key alternatives. Respond to questions and obtain input for development of rate and fee <br />recommendations <br />• Conduct a minimum of two community meetings to inform the public of any rate changes prior <br />to the Proposition 218 hearing. <br />• Meet with City to discuss final recommendations <br />• Attend the Public Hearing for the adoption of new rates <br />Deliverables <br />• Draft and final reports that summarize key findings and recommendations and demonstrate <br />compliance with legal requirements for rates and capacity charges. Final draft will serve as a <br />document of record. Draft and final reports will be made available in Word, Excel and PDF file <br />formats and shall be editable by City Staff.
