EXHIBIT "A" <br />SCOPE OF SERVICES <br />A. Study Objectives: <br />The Consultant shall conduct a study for utility rate and fee setting. The study shall include the <br />following objectives: <br />1. Create a 10 -year financial plan model for the potable water, recycled water, and wastewater <br />services that projects each service's revenues, operational and maintenance, capital <br />improvement, reserve funding and debt service costs. <br />2. Complete a cost of service analysis for each service that fairly and equitably distributes costs <br />across customer classes in compliance with Proposition 218, Proposition 26, and other <br />federal and state regulations. <br />3. Complete a five-year rate schedule that maintains the water budget structure for potable <br />water landscape irrigation customers, supports potable water use reduction and <br />conservation goals identified in Redwood City's 2015 Urban Water Management Plan, and <br />maintains the capital improvement program (CIP) schedule identified in the City's Water <br />System Master Plan. <br />4. Recommend Potable water, recycled water, and wastewater facilities and capacity fees that <br />recoverthe cost of infrastructure and assets benefitting new development. <br />S. Complete an evaluation of impacts or required changes to water rates for inclusion in <br />current rates or for consideration in future rate changes resulting due to legislation enacted <br />by SB -606 Water Management Planning (2017-2018). <br />B.
