ORIGINAL <br />COST SHARING AGREEMENT <br />This Agreement ("Agreement") is entered into by and between the Northern California <br />High Intensity Drug Trafficking Area ("NCHIDTA") and the City of Redwood City (CITY), a <br />California municipal corporation, as of the Uday of 8, ("the Effective Date"). <br />RECITALS <br />WHEREAS, CITY provides public safety services; and <br />WHEREAS, the federal Drug Enforcement Administration (DEA) investigates narcotics <br />traffickers and enforces the Controlled Substances Act often by working through a federal task <br />force so that the federal, state, and local agencies may share expertise and resources to provide <br />greater impact and efficiencies; and <br />WHEREAS, CITY works closely with the DEA Metro Task Force I located in the San <br />Francisco Field Division and which conducts narcotics investigations throughout Northern <br />California and the San Francisco Bay Area, including some US Postal Office matters; and <br />WHEREAS, CITY has assigned a Redwood City employee fulltime to the DEA Metro <br />Task Force to serve as a DEA Task Force Officer ("Designated TFO") under the supervision of a <br />Task Force Commander until at least 2023; and <br />WHEREAS, CITY and the DEA Metro Task Force I agree that deploying a trained <br />canine for certain designated purposes would benefit and enhance the capabilities of the Task <br />Force in carrying out its mission and further that the CITY's Designated TFO should be assigned <br />as a canine handler and paid in compliance with the Fair Labor Standards Act (FLSA) for dog <br />handlers, however, the CITY and DEA Metro Task Force I lack sufficient resources for this <br />expenditure; and <br />WHEREAS, the federal government formed a High Intensity Drug Trafficking Area <br />Program (HIDTA), which supports efforts to reduce drug trafficking through various focused <br />initiatives and programs; and <br />WHEREAS, DEA Metro Task Force I and CITY are members of the Northern <br />California HIDTA ("NCHIDTA') and NCHIDTA agrees with the assessment of CITY and the <br />DEA Metro Task Force I that a trained canine is consistent with operational needs of Metro Task <br />Force I, would assist the Task Force in carrying out its mission, and would serve the public <br />interest; and <br />WHEREAS, CITY has a long-standing Police Department Canine Program, it has the <br />experience and knowledge to evaluate, determine, and assure the care and maintenance of a law <br />enforcement canine; and <br />WHEREAS, the cost of purchase of a narcotics detection canine (including selection, <br />shipping, crating, and preliminary veterinary check is approximately twelve thousand dollars <br />($12,000); basic handler's course including a California POST certification for narcotics <br />REV: 11-20-18 PT <br />Page 2 of 6 <br />ATTY/AG R.2018.267/ D E A <br />
