6.H. - Page 8 of 15
County is creating a new position to staff this program, and it is anticipated that the new person will begin
in early 2019. Both the City and County will provide funding for the position staffing this program. The City
has provided several opportunities for community input to help ensure that the CERT program effectively
serves both Redwood City and San Carlos residents, in addition to making sure that other County residents
benefit from the best practices in the current program. The shared services approach ensures the
sustainability of the program as the City employs creative approaches to ensure a continuing balanced
budget.
FISCAL IMPACT
The General Fund impact is $6.3 million ($3.6 million in operating balance from FY 2017-18, and $2.7
million in reductions to be restored in FY 2018-19). The various recommended changes are outlined in this
report and the attachments.
ENVIRONMENTAL REVIEW
This activity is not a project under California Environmental Quality Act (CEQA) as defined in CEQA
Guidelines, section 15378, because it has no potential for resulting in either a direct or a reasonably
foreseeable indirect physical change in the environment.
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting
ALTERNATIVES
The City Council can direct staff to appropriate funding towards a different purpose than those
recommended in this report.
ATTACHMENTS
Attachment A: Resolution Appropriating FY 17-18 Surplus Funds in FY 2018-19, and Restoration of
Certain Expenditures in FY 2018-19
Attachment B: Detailed Youth Participant Attendance
Attachment C: Sidewalk Heat Maps
Attachment D: FY 2018-19 General Fund Budget Restorations
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcitV.org
172
