<br /> 7A <br /> Page 1 <br />REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br />April 24, 2006 <br />Subject <br />Housing and Human Concerns Committee 2006/2007 Funding Recommendations for the <br />Human Services Financial Assistance (HSFA) Program. <br />Recommendation <br />Give staff direction to incorporate the Housing and Human Concerns Committee's <br />recommendations for HSFA for FY 06-07 into the FY 06-07 budget to be presented for <br />review by Council in June. HSFA recommendations are being presented this evening as a <br />part of the overall Annual Action Plan for the City's use of HUD funds. The Council will not <br />take any action at this time. <br />Background <br />Priority #2 ofthe city's Five-Year Consolidated Plan for 2005-2010 focuses on supportive <br />services that address the issues of homelessness and housing and respond to basic <br />human needs in our community. For FY 06-07, the HHCC has prioritized HSFA funding to <br />support non-housing "basic human needs", with CDBG funds being used to support <br />homeless and housing services. In December of 2005, the Committee issued a request for <br />HSFA applications reflecting this priority. <br />City staff then held two technical workshops for potential applicants to explain the HSFA <br />process and answer any questions. Agencies submitted a draft of their proposal before the <br />final deadline. Staff reviewed the draft proposals for completeness and offered comments <br />as to how the applicant could make the application clearer and/or more competitive. Final <br />applications were due February 4. On March 28, agencies were asked to make a <br />presentation regarding their proposal before the Housing and Human Concerns Committee <br />and answer questions by the Committee. <br />On April 6, the Committee met to consider their funding recommendations for FY 2006- <br />2007. Please note that a white binder with the full agency applications is available in <br />the Council Study. The Committee recommendations for funding are contained in <br />Attachment I of this report. Attachment I also includes funding amounts received for FY <br />05-06. Attachment II includes a brief description of each agency and their funding request. <br />Alternative <br />The Council, in June, could choose to change the individual agency recommendations <br />made by the Housing and Human Concerns Committee. <br />Fiscal Impact <br />The Human Services Financiat A~nceProgram is funded with General Fund dollars. <br />The total recommended amount of $198,200 is based on last year's allocation. The total <br />amount recommended is consistent with the City Manager's recommendation for funding <br />for FY 06-07 to be presented to the Council in June. <br />
