<br /> 8A <br /> Page 1 <br />REPORT <br /> To the Honorable Mayor and City Council <br /> From the City Manager <br />April 24, 2006 <br />Subject <br />Annual Action Plan to the Consolidated Plan for FY 2006/07 <br />Recommendation <br />1. Adopt a resolution approving the Annual Action Plan and authorizing the City Manager to <br />execute and file documents related to the Annual Action Plan for submittal to the U.S. <br />Department of Housing and Urban Development; <br />2. Amend the 2005/06 Annual Action Plan and reprogram funds from prior years to the Cedar <br />Street Site Acquisition Project, and <br />3. Approve a funding agreement that is substantially in final form with Mental Health <br />Association of San Mateo County for the acquisition of the Cedar Street site for affordable <br />housing. <br />4. Adopt a resolution to authorize the transfer of funds from the Bradford St. project to the <br />Cedar 8t. project. <br />Background <br />The City expects to receive $748,090 in Community Development Block Grant funds and, <br />$382,693 in HOME Investment Partnership funds from the U.S. Department of Housing and Urban <br />Development (HUD) for FY 2006/07. As a condition of receiving funds, the City is required to <br />follow a UCitizens Participation Process" that involves holding a number of public meetings and <br />publishing the proposed use of funds for citizen comment before the City Council gives final <br />approval on the use of the funds. A binder of proposals and financial statements for each nonprofit <br />applicant is available for your review in the Council Chambers and the Redevelopment, Housing, <br />and Economic Development Division. <br />Citizens Participation <br /> . Mandatory application and technical assistance workshops were held by staff to assist <br /> interested organizations to prepare competitive proposals and several meetings were held <br /> by the Housing and Human Concerns Committee to review proposals submitted for <br /> funding. <br /> . A total of 25 applications were received totaling $1,8 million dollars for the $748,090 <br /> entitlement. A total of 3 proposals were received for HOME funds totaling $804,733. <br /> . On March 9, 2006, the Housing and Human Concerns Committee approved funding <br /> recommendations for 25 programs for $748,090 from CDBG Funds and $382,693 from <br /> HOME funds. On April 6 the Committee amended their recommendations to include prior <br /> year funding and estimated program income totaling an additional $934,598.25 in CDBG <br /> and HOME funds. See Funding Recommendations by Motion (Attachment 1). <br /> .
