<br />Although it should be noted that the virus has yet to be proven capable of widespread infection in <br />humans, the California state Department of Health Services (CDHS) has released a 170-page <br />'draft document on pandemic response (available at www.cacities,orq/avianflu). Open comment <br />has been closed on the draft, and a finalized document should be out in late April. <br />League staff has held meetings with a number of stakeholders, all of whom have suggested that <br />cities communicate directly with their counties to prepare for potential demands on their public <br />safety and community services staff. A number of counties and regional planning agencies are <br />convening their own planning 'summits' and cities should do their best to involve themselves in <br />the development of any response plans currently being devised. <br />The League will continue to centralize information at www,cacities.orQ/avianflu~ If you have other <br />helpful resources on Avian Flu that should be shared with your peers, please contact Robb <br />Korinke (rkorinke@cacities.orql at the League. <br />HCD Seeking Cities and Counties for Enterprise Zone Designations <br />The California Department of Housing and Community Development (HCD) recently issued the <br />California Enterprise Zone Application for Designation. Twenty-three of the current 42 <br />Enterprise Zones will reach the end of their designation periods in 2006 and the beginning of <br />2007. <br />The California Enterprise Zone program targets economically distressed areas using special state <br />and local incentives to promote business investment. By working in partnership with local <br />governments to encourage entrepreneurship and employer growth, the program strives to create <br />and sustain economic expansion in the communities. <br />The department is seeking eligible cities and counties to apply for the available Enterprise Zone <br />designations. Eligibility criteria are defined in the application. HCD expects to award new <br />Enterprise Zone designation to the 23 highest scoring applicants. Applications are due on <br />September 6. The application and more information are available at www.hcd,ca.Qov/fa/cdbQ/ez. <br />Questions may be e-mailed to etips@hcd,ca,qov. <br />Local Government Commission Offers Valuable Resources on Water Issues <br />Cities and counties face major challenges with water contamination, storm water runoff, flood <br />damage liability and concerns about whether there will be enough reliable water for current <br />residents as well as for new development. In order to help local government cope with these <br />challenges, the Local Government Commission (LGC) has created a number of unique water <br />resources. <br />LGC has created the "First Stop Shop for Water Resources" on its website at http://water,IQcorQ. <br />This site is a clearinghouse of information and resources related to the co-management of land <br />and water resources, and is designed to help people better understand the complex world of <br />water in California. <br />The other unique resource that LGC has created is a series of water fact sheets for California's <br />local elected officials. The five fact sheets address the critical links between local land use policy <br />and the sustainability of local water supplies, and help local governments implement the <br />Ahwahnee Water Principles. <br />Fact sheets are available on the LGC's water resources website, and cover land use and <br />watersheds, livable communities and water, urban storm water management, water conservation, <br />and water recycling and reuse. <br />
