<br /> 6.1C <br /> Page 1 <br /> REP'ORT <br /> To the Honorable Mayor and City Counen <br /> From the Oi Manaer <br /> April 24, 2006 <br /> Subject <br /> Amendment NO.2 to the Consultant Agreement with TY Un International/CCS relating <br /> to the Redwood Shores Levee Segment III Project <br /> Recommendation <br /> Approve Amendment No.2 to the agreement with TY Un International/CCS, of San <br /> Ramon, California for providing additional consultant design and engineering services <br /> for the Redwood Shores Levee Segment III Improvements Project, in an amount not to <br /> exceed $11 7,433. <br /> Background <br /> This is the last segment of levee to be built under the Environmental Agencies' Permits <br /> that the City received in 1996, and will be built within South Bayside System Authority's <br /> (SBSA's) property. The improved levee will protect the SBSA facility, along with other <br /> improvements in the vicinity. <br /> An attempt was made to design and build this segment of the levee in 2002, but the <br /> challenges proved too much to overcome. The environmental sensitivity of this segment <br /> of the levee dictates that the alignment of the levee has to be moved inboard, onto <br /> unimproved areas of SBSA. This area is underlain by more than 70 feet of Bay Mud, <br /> making it an unstable substrate to build upon. The situation is further complicated by <br /> the fact that the levee has to cross SBSA's leaking and fragile effluent pipes. <br /> Two factors mitigated the challenges this year: <br /> 1. The fact that an egret rookery located at the project site was abandoned by the <br /> birds for other sites, allows an alternative alignment which is much more <br /> favorable in terms of soil conditions, and <br /> 2. Last Year, SBSA undertook a multi-million dollar repair project for their effluent <br /> pipes. While this repair was taken place, staff worked with SBSA and prepared a <br /> crossing of this pipe for the levee. Now that these challenges have been <br /> overcome, the levee can now be designed and built. <br /> Unfortunately the efforts put forth by the consultant in the previous design cannot be <br /> recovered. The new alignment forces a redesign of the project, necessitating this <br /> Amendment. Also included in this Amendment are improvements of other small levee <br /> segments in the levee system. These improvements will only involve topping of the <br /> existing levee without any widening of the foot print. <br /> -1- <br />
