Council Member Jordan explained that it would be helpful to see allocations from the <br /> previous year to understand the current recommendations. She further stated that <br /> regarding Police Activities League, Catholic Charities, AIDS Services and Heron <br /> Court Cooperative where the amount recommended is much less than requested. She <br /> asked for an explanation. <br /> <br /> Chair Greer commented that the recommendations are close to last year's allocation <br /> and that PAL receives an allocation from the General Fund. <br /> <br /> Mayor Ruskin opened the public hearing: <br /> <br /> Cheryl Zando, of Youth and Family Assistance, commended the Council for HSFA <br /> funding and advocating with other agencies as well. She explained the funding is <br /> applied to working with homeless and runaway youth and supports the 24-hour crisis <br /> line. An increase in need has arisen with the economic downturn and 20-25% of the <br /> agency's positions are unfilled. <br /> <br /> Andy Frisch commended the City and asked for more assistance. He stated a crisis is <br /> developing in the field with an issue of homelessness among staff. In partnering with <br /> the City in the community, he stated the nonprofits are asking for consideration of the <br /> issues in their field. <br /> <br /> M/S IradHarmett to close the public hearing. The motion passed by a unanimous voice <br /> vote. <br /> <br /> Council comments included partnering toward housing for employees of nonprofit <br /> organizations and conducting a working session with HHCC prior to the budget <br /> session, possible designation of property for Single Room Occupancy for nonprofit <br /> employees. Council commended the HHCC for approaching their efforts with great <br /> discipline and ensuring that agencies receiving the funds are using the money <br /> appropriately. Tribute was extended toward those working in the nonprofit sector in <br /> dedicating their lives to working for those less advantaged. <br /> <br /> M/S Hartnett/Pierce to adopt RESOLUTION 14207 APPROVING ANNUAL ACTION PLAN <br /> OF THE CONSOLIDATED PLAN (2000-2005) AND APPLICATION FOR FEDERAL <br /> ASSISTANCE (COMMUNITY DEVELOPMENT BLOCK GRANT AND HOME <br /> INVESTMENT PARTNERSHIP FUNDS); CERTIFYING THAT THE CITY HAS <br /> FOLLOWED ITS ADOPTED CITIZEN PARTICIPATION PLAN; AND AUTHORIZING <br /> EXECUTION AND FILING OF ALL DOCUMENTS PERTAINING THERETO (FISCAL <br /> YEAR 2001-2002); <br /> <br /> The motion passed by a unanimous roll call vote with Vice Mayor Claire abstaining on <br /> Item 28 on page 11Ai)8 pertaining to Canada College.
