Executive salaries are determined <br />by two primary factors: individual performance and comparison with nearby cities. The <br />Council evaluates its direct reports on a yearly basis, and the Council members who do the <br />evaluations are the same ones who vote on their compensation. <br />Regarding the budget, the passage of Measure RR and Measure DD means the City will be <br />able to avoid some of the cuts to services that would have been required had the measures not <br />passed.
