ii) M/S Claire/Howard to adopt RESOLUTION 14216 OF THE COUNCIL OF THE <br /> CITY OF REDWOOD CITY REQUESTING THE SAN MATEO COUNTY FLOOD <br /> CONTROL DISTRICT TO IMPOSE SUPPLEMENTAL CHARGES FOR FUNDING <br /> EXPANDED SCOPE OF THE FISCAL YEAR 2001/2002 COUNTYWIDE STORM <br /> WATER NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM <br /> ("NPDES") GENERAL PROGRAM; <br /> <br /> The motion passed by a unanimous roll call vote. <br /> <br /> D. NFPA (National Fire Protection Association) 1710, Standard on Organization and <br /> Deployment for Career Fire Departments; <br /> (705) <br /> Fire Chief Montez explained NFPA 1710 is a controversial standard defeated in 1992 and <br /> being proposed at this time. The issue contained sets a standard defining minimum <br /> apparatus staffing. This has historically been fought by Fire Departments and cities across <br /> the country who do not wish to lose the flexibility, control and appropriateness of <br /> determining the most proper level of response for the department and community they <br /> serve. The Fire Company definition is the most troubling aspect of NFPA 1710. Within <br /> that requirement, it states that the companies shall be staffed with a minimum of four on- <br /> duty personnel. He stated that the vote would go before the NFPA membership on May 16, <br /> 2001. He further stated the various organizations that are opposing the proposal. <br /> <br /> M/S Howard/Claire to adopt RESOLUTION 14217 OPPOSING NATIONAL FIRE <br /> PROTECTION ASSOCIATION ("NFPA") PROPOSED STANDARD 1710. <br /> <br /> The motion passed by a unanimous roll call vote. <br /> <br /> C. Capital Improvement Program- FY 2001-2001 Second Study Session; <br /> (501) <br /> Senior Civil Engineer Chang explained this is the second presentation of the CIP this year. <br /> He explained the changes involved and referred to the visual presentation and staff report <br /> for further explanation. <br /> <br /> Public Comment: <br /> Bill Enloe spoke about the Redwood Oaks neighborhood, incorporated into the City in <br /> 1926. He stated the infrastructure is over 75 years old and the planning life expectancy of <br /> infrastructure is 50-60 years. <br /> <br /> Margie Krystofiak stated she was present with her neighbors from Redwood Shores and <br /> that they are all concerned about the condition of their streets.
