6.F. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: December 17, 2018 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendment No. 1 to the Professional Services Agreement with Liebert Cassidy Whitmore for labor <br />relations services. <br />RECOMMENDATION <br />By motion, approve and authorize the City Manager to execute Amendment No. 1 to the Professional <br />Services Agreement with Liebert Cassidy Whitmore, dated January 24, 2018, to increase the not -to -exceed <br />value of the contract by $50,000, for an aggregate amount of $170,000. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />On February 12, 2018, the City Council approved an agreement for labor relations services with Liebert <br />Cassidy Whitmore (LCW) to serve as the City's chief labor relations advisor and spokesperson for <br />negotiations of successor memoranda of understanding with six recognized employee bargaining groups. <br />ANALYSIS <br />The original contract authorized the City Manager to extend the agreement for additional time periods in <br />an amount not to exceed $10,000 per month. While staff does not anticipate a need to extend the time <br />period of the original agreement beyond the original sixteen month term, the complexity of the <br />negotiations, the number of bargaining sessions with labor groups, and the number of proposals to be <br />evaluated have exceeded what was originally anticipated. On November 5, 2018, the City Council <br />approved the labor agreements with four of the six bargaining groups, as well as the Executive <br />Management Summary of benefits.
