6.H. - Page 1 of 26 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: December 17, 2018 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />Regulation of Wireless Facilities in the Public Rights -of -Way <br />From the City Manager <br />This report recommends adoption of an urgency ordinance to provide standards and regulations relating <br />to the permitting, placement, design, construction, and maintenance of wireless facilities within the <br />City's public rights-of-way (ROW) <br />RECOMMENDATION <br />1) Waive Reading and Adopt an Urgency Ordinance to Add Article VIII, "Wireless Facilities in Public <br />Rights -of -Way," to Chapter 29 of the Municipal Code; <br />2) Waive First Reading and Introduce an Ordinance to Add Article VIII, "Wireless Facilities in Public <br />Rights -of -Way," to Chapter 29 of the Municipal Code; <br />3) Adopt a Resolution Establishing Aesthetic Standards for Wireless Facilities in the Public Rights -of -Way; <br />and <br />4) Direct staff and the Architectural Advisory Board to review the effect of the Aesthetic Standards for <br />Wireless Facilities over the course of 2019 and to return to the City Council in 2020 with any <br />recommended modifications as may be appropriate. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />This report recommends adoption of an urgency ordinance to provide standards and regulations relating <br />to the permitting, placement, design, construction, and maintenance of wireless facilities within the <br />City's public rights-of-way (ROW), which would go into immediate effect in order to address the current <br />threat to public health, safety, and welfare, as further explained below.
