6.J. - Page 1 of 20 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />Ago/ <br />DATE: December 17, 2018 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Acceptance of the Hazard Mitigation Grant Award from the Federal Emergency Management Agency <br />(FEMA) and the California Governor's Office of Emergency Services (Cal OES) to the City of Redwood City <br />for seismic retrofits of the Peninsula 2 Water Tank which will enhance water supply for drinking water and <br />fire suppression. <br />RECOMMENDATION <br />Adopt a resolution accepting the Hazard Mitigation Grant Program Award of $718,945.50 from the Federal <br />Emergency Management Agency (FEMA) and the California Governor's Office of Emergency Services (Cal <br />OES); and authorizing the City Manager to execute the grant agreement and provide all necessary grant <br />assurance documentation. <br />Adopt a resolution approving an appropriation amendment to Fiscal Year 2018-2019 Water Fund Capital <br />Projects budget to increase revenues by $1,218,945.50 and to increase expenditures by $1,218,945.50 for <br />the grant acceptance and project implementation, respectively; and transferring $500,000.00 of fund <br />reserves from the Water Operation Fund to the Water Fund Capital Projects budget. <br />STRATEGIC INITIATIVE <br />Public Safety <br />BACKGROUND <br />On October 10, 2011, the City Council accepted the Water System Master Plan Report and directed staff <br />to move forward with specific recommendations and projects for future Council consideration. <br />The Water System Master Plan anticipates an integrated seismic improvement program that prioritizes <br />projects based on criticality, funding levels, cost benefit ratios, and the City's level of service expectations. <br />Seismic improvement projects will be designed and constructed over the next several years to increase <br />the reliability of water tanks, pump stations, and pipes during significant seismic events. <br />The Master Plan ranked seismic improvement projects as the highest priority among the identified capital <br />improvement projects; consequently, staff recommends they be implemented first. <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />397 <br />
