6.113. - Page 21 of 41 <br />The Focused EIR will include a project description, an environmental and regulatory <br />setting, an evaluation of project- and cumulative -level environmental impacts in <br />relation to the focused environmental topics, alternatives descriptions, an evaluation of <br />potential alternatives, and other CEQA topics such as significant and unavoidable <br />impacts and growth inducing effects. <br />While it is premature to specify the resource topics that will warrant consideration in the <br />EIR, the community surveys taken by the project applicant and the issues identified in <br />the EI Camino Real Corridor Plan, the General Plan, and the Downtown Precise Plan <br />and associated CEQA documents will be reviewed for issues and precedents <br />applicable to the proposed project. <br />Alternatives currently expected to be examined include a No Project Alternative, which <br />could consider a No Build development scenario, and up to three "build" alternatives <br />that seek to reduce the significance of impacts identified for the proposed project. The <br />alternatives may include changes to the layout intensity of the proposed project, <br />depending on the nature of the impacts. <br />The following topics will be carried forward for detailed analysis in the focused EIR: <br />Transportation and Traffic and Aesthetics. AECOM recognizes the ability to streamline <br />the review of parking and visual impacts per SB 743 provisions, but due to the scale <br />and character of the project and anticipated community interest recommend evaluation <br />of aesthetic impacts in the focused EIR.
