<br />8A <br />Page 23 <br /> <br />Attachment 3~ Glossary of All Planning Permits and Actions <br /> <br />Note: This list includes all the Planning permits and processes, existing and proposed, <br />permits/processes with associated fees or deposits are ,J~ide~ <br /> <br />New <br /> <br />1. Appeals: Action whereby any person aggrieved by the decision of the Zoning <br />Administrator, Planning Commission or any other city official involved with the <br />enforcement of the Zoning Ordinance may request the City Council to review and <br />reverse the decision. The proposed fee covers the investigation and preparation of <br />the staff report, and staff presentations to the City Council. This fee is paid to the <br />Office of the City Clerk at the time that the appeal is filed with that office. <br /> <br />2, Architectural Permits (Commercial or Residential): The review of Architectural <br />Permits constitutes the City's architectural design review process for all new <br />development and remodels. For commercial and multi-family residential design <br />review, the City undertakes an expanded process involving interdepartmental staff <br />review. The proposed fee covers staff review time and, if necessary, preparation <br />and submittal to the Architectural Review Committee. <br /> <br />3. CEQA: (Initial Study, Mitigated Negative Declaration and EIR): Most developments <br />are subject to the California Environmental Quality Act (CEQA) which requires cities <br />to evaluate the environmental impacts of a particular project. Use Permit: A required permit for those uses which are listed as 'conditional' uses <br />within the Zoning Ordinance; and which require careful analysis by the Planning <br />Staff and Zoning Administrator checking for neighborhood compatibility; building <br />placement and size; traffic, parking and circulation; noise; and hours of operation. <br />Use Permits may be issued for temporary uses, and for on-going uses the Zoning <br />Administrator decides if a formal public hearing is needed or not. The proposal <br />before the Council establishes distinct charges for use permits with and without use <br />permits and for temporary use permits because each involves differing amounts of <br />staff time. <br /> <br />6. Condominium Permit: A permit issued by the City authorizing and approving either <br />the construction of condominiums or conversion of apartments to condominiums. <br />The provision for a Condominium Permit has existed in the Municipal Code (Article <br />II, Section 30.134) for some time but a fee or deposit was never defined. <br /> <br />13 <br />
