<br />88 <br />Page 38 <br /> <br />Paulson asked if this would be something that would then be addressed in the General <br />Plan review. Mr. Passanisi stated that this information will be part of the General Plan. <br /> <br />Commissioner Gee asked if the mitigations for historic districts or individual properties <br />can become so extensive that they inhibit anything other than restoration and <br />preservation. Mr. Jany stated the current recommendation is to consider the evaluation <br />process, not to decide on the adoption of a district. He added that historic designation <br />as an additional review step, but that there are great incentives not afforded to other <br />properties. Ms. McElroy of Historic Property, Circa Consultants, would prepare this <br />report within approximately 6-8 weeks for review by both the Historic Resource Advisory <br />Committee and the Planning Commission. The Planning Commission then needs to <br />make a recommendation. to th.e City Council for consideration or non-consideration of a <br />historic district. <br /> <br />Mr. Jany pointed to the previous item on the agenda, whereby 418 Stambaugh, a <br />landmark contributing to a district certified by the State of California. Involved is a review <br />process and to insure what is done complies with the Secretary of Interior Standards. <br />Commissioner Gee pointed out that given the property and current zoning, it would be <br />extremely challenging to take the previous property and develop high density housing. <br />Chair Paulson stated that nothing prohibits a property owner from actually moving his <br />building on the site. CommisSioner Gee replied that the alternative is then mitigation; <br />preserve what you got (minor alterations) or alternatively develop some mitigation to be <br />able to develop the property to its highest and best use. <br /> <br />Commissioner Claire referred to the City of Napa Redevelopment Agency Ordinance <br />that says that anything to the zoning that detracts from the value of the property; the City <br />gets to pay the difference, which is the law in Oregon now. Commissioner Claire is <br />concerned about this being a Redevelopment Agency area and future consequences <br />down the road. Commissioner Claire added that there are three properties and had the <br />owner put them aU together on Fuller Street you could potentiaUy develop an apartment <br />house there. <br /> <br />Commissioner Cronin asked about the timing of this project if it goes through the <br />Planning Commission process then goes to City Council. Is there any risk or some sort <br />of conflict between what Planning Commission and City Council decides for this area <br />versus what js in the General Plan. Mr. Passanisi stated that staff is thinking and <br />working on this and so far, staff believes that these are the type of character areas that <br />are important for the City. Mr. Passanisi doesn't believe there will be any <br />inconsistencies in the General Plan. <br /> <br />PUBLIC COMMENT <br />Jaime Gonzalez, Property owner and representative of 702 Warren Street, 726-728 <br />Brewster Avenue, and 7348rewster Avenue, purchased the properties a few months <br />back and received a letter from the previous owner stating that the property could be of <br />historical significance. Mr. Gonzalez then came to the City and asked what needed to <br />be done. The City stqted th¿;¡t he needed an individual status report which states <br />whether the property is or isn't of historical significance. It is then given a certain rating. <br />Mr. Gonzalez pointed out that the reports stated that the properties are not of historical <br />significance. Mr. Gonzalez said he then beHeved that he could do as he pleased with <br />property; restore, move, leave or demolition. Mr. Gonzalez stated that he has no real <br />plans to do anything; he would just like to know what he has because he could be in a <br />potential historic district. It has been about four months and he still does not know what <br />he owns or if he can put a roof on or if he should wait. One of the questions was that the <br />Page 2 of 11 <br />
