<br />6.1C <br /> <br />needs, including the fact that there will be no disruption in service or need for staff time to Page 2 <br />convert to a new vendor and system. <br /> <br />Overall pricing, services and technology are essentially equal between the respondents. <br />The existing vendor proposed rates that are comparable, and in aggregate virtually <br />identical to, the only other vendor responding, and that are significantly below existing <br />rates. As an example, per citation processing fees will be reduced from $1.46 to $1.28 per <br />electronic citation, while hand-written citations will decline from $1.54 to $1.40 each <br />(Redwood City writes nearly all tickets using automated equipment). <br /> <br />Services include citation processing and collection by mail, phone or web site, multiple <br />reminder notices, placing of DMV holds, appeals and administrative adjudication services, <br />and optional advanced collection efforts. <br /> <br />A copy of the request for proposal to provide parking citation processing and payment <br />services and Turbo Data Systems, Inc.'s response to the request for proposal are on file in <br />the City Clerk's office for review. <br /> <br />Fiscal Impact <br />Redwood City's costs for citation processing are anticipated to decline by approximately 12 <br />percent overall while maintainIng the same quality of service. Total fees to Turbo Data in <br />the prior fiscal year were approximately $60,000, so the anticipated savings are about <br />$12,000 annually. The number of citations issued in the future will likely increase due to <br />the increased number of visitors anticipated in the downtown area and the expanded hours <br />in which parking regulations will be in effect. Accordingly, staff expects these costs will <br />increase although a precise estimate is not known at this time. The initial contract term will <br />be for five years with no increase in fees during that period other than direct pass-through <br />of any postal rate increases.
