To that extent the City is contracting the services of Phil Vogel (Vogel
Strategies) to assist in negotiations with the Syufy's and in locating interested auto
dealerships who would like to be part of such a development.

Alternative
An alternative approach is to ask staff to perform these services. Staff does not have
the extensive knowledge of, nor contact with dealerships to perform these services as
effectively and efficiently as the consultant.

Fiscal Impact
The maximum cost to Redwood City for this consultant would be $120,000, but if
negotiations are successful half of his actual cost up to $120,000 would be returned to
Redwood City. The City has not budgeted for these costs and so this one time cost would
have to come from general fund reserves, Economic development was one of the eight
areas where the Council wished to see FY 06-07 budget options.

There could be some other one time costs associated with this project (Le. site plans, etc.),
but th~I~ is no.certainty t~at this may happen.

/) " cL'
( ~ ,I?'
/ //",/ ',' II
.
