By Motion, accept the bid from Graniterock of Redwood City, CA, for the 2005-2006 <br />Asphalt-Concrete Materials Purchase in the amount of $228,128.00 and reject all <br />other bids. <br />2. By Motion, award the contract to Graniterock in the not-to-exceed amount of <br />$175,433.00. <br /> <br />Background <br />The asphalt products purchased under this agreement are used for the City's street and <br />sidewalk maintenance activities and the Capital Improvement Program paving activities. <br />The City picks up the materials at the supplier's plant. The City's cost of material pick up, <br />based on the distance and time required to travel to and from each bidder's plant was <br />included in the bid specifications and the evaluation of bids. <br /> <br />On December 5,2005 Council rejected one bid received that was incomplete and a second <br />bid process was initiated. On February 13, 2006, Council rejected two bids per staffs <br />recommendation as it was not clearly stated in the bid specifications that the inclusion of <br />the City's cost to pick up materials would be included in the bid evaluation process. <br /> <br />On March 8, 2006, staff sent out revised bid requests to the suppliers the City has <br />purchased asphalt materials from in the past and also advertised the bid. On March 29, <br />2006, two bids were received and opened in the City Clerk's Office: <br /> <br />BIDDER <br />Graniterock, Redwood City, CA ($228,128.00 + tax) <br />Raisch Products, San Jose, CA ($229,140.00 + tax) <br />Staff's Estimate ($196,520.00 + tax) <br /> <br />PRICE <br />$246,948.56 <br />$248,044.05 <br />$212,732.90 <br /> <br />Graniterock's low bid is 16% above staff's estimate. Staff based their estimate on the <br />recently rejected February 13, 2006 bid results. The bids demonstrate the continued <br />volatility of the asphalt pricing market which is tied to oil prices. <br /> <br />The contract award amount has been reduced to $175,433.00 to reflect the available <br />remaining budget as of April 1 ,2006.
