Exhibit 1 to City Council Resolution No. 14711

Cost Recovery Policy for Planning Related Minor Project Applications
Date: May 8, 2006

The following policy shall govern Application Fees and Deposits for the
processing of planning-related Minor Project applications.

A. Architectural Permits for all commercial and residential work
3. Use Permits for continuing uses, with or without a public hearing
4. Amendments to Planned Development Permits
5. Sidewalk Permits
6. Sign Permit for one tenant, or a sign program for multiple tenants
7. Sign Permit for temporary banners in the public right-of-way or on
private property
8. Sign Conformance Permit
9. Legal advertisements in newspapers
10. Public Convenience and Necessity letters
11. Variances
12. Zoning Verification letters
13. Any other type of permit that is approved by Council subsequent to
approval of this Minor Project Cost Recovery Policy.

The proposed fees for these permits/processes are defined in Exhibit 2 to the
approving Resolution. These fees are set in May 2006 and will apply during
the 2006-2007 City budget year (running from July 2006 to June 2007).
Thereafter, at the start of each successive budget cycle, these fees will be
automatically increased by the percentage increase in the billing rate for the
Planning staff. Since this annual adjustment will, over time, produce odd
numbers, the following process shall be used for rounding fees. In the event
that the percentage increase in the existing fee produces a number ending in
whole dollars or dollars and cents, it will be rounded as follows: If the last
whole digit of the number being rounded is 5,6,7,8, or 9 the number is to be
rounded up to the nearest whole number ending in 0 (e.g. $606.45 rounds up
to $610.00). If the last whole digit of the number being rounded ends in

1

14711
Muff # 505
