'';c' ., <br />May 22, 2006 <br />Subject <br />Consultant Agreement with RMC Water and Environment for Sewer System Modeling, <br />Capacity Assessment, and Master Planning <br />Recommendation <br />Approve and authorize an agreement with RMC Water and Environment, of San Jose, <br />California, for providing Consulting Engineering Services for sewer system modeling, <br />capacity assessment, and master planning, in an amount not to exceed $189,520.00. <br />Background <br />The City's last sewer system master plan was completed in 1986 in conjunction with <br />water and storm drainage system plans. Engineering & Construction is undertaking a <br />comprehensive update of the sewer system master plan as a result of development and <br />redevelopment activities, more stringent sewer system management documentation <br />mandated by the Regional Water Quality Control Board, and the need to maximize <br />improvement to the sewer system by strategic prioritization of capital improvement <br />projects. <br />One of the strong elements that can be used to support a sewer master plan is a <br />hydraulic model of the collection system. Once the hydraulic model is established, <br />scenarios of current flow demands, as well as future flow demands during both wet and <br />dry weather, can be evaluated to determine possible system capacity deficiencies. <br />Proposals were submitted by three consulting firms (RMC Water and Environment, <br />Nolte and Associates, & Kennedy/Jenks Consultants). After reviewing the proposals, <br />RMC Water and Environment shows to be highly experienced and knowledgeable in <br />developing sewer models, and planning and assessing sewer systems. <br />RMC will assist the City in selection of the model software; development of the design <br />flow, hydraulic criteria, land use loading information used to develop the hydraulic <br />model; evaluation of different flow scenarios; and recommendation for capacity relief <br />projects for the Capital Improvement Program. <br />A complete copy of the agreement is available for review in the City Clerk's office. <br />-1- <br /> ,......" .' . .,...~.____._....,.,..~___"..~._"._n.__.'.,~__.._._..___ '. <br />
