6.C. - Page 1 of 5 <br />/<�ik <br />Redwood <br />CitylCallifornia <br />Faunded 1867 <br />A,&/ <br />DATE: January 14, 2019 <br />SUBJECT <br />STAFF REPORT <br />To the Honorable Mayor and City Council <br />From the City Manager <br />Amendment No. 1 to Agreement for Professional Services with West Coast Code Consultants, Inc. <br />RECOMMENDATION <br />By motion, approve, and authorize City Manager to execute Amendment No. 1 to Agreement for <br />Professional Services with West Coast Code Consultants, Inc. in the amount of $550,000 (for a total of <br />$1,550,000) for building inspection and plan review services. <br />STRATEGIC INITIATIVE <br />Government Operations <br />BACKGROUND <br />In August 2017, the City issued a request for proposals (RFP) for as -needed building inspection and plan <br />review services and also reached out to firms known to provide municipal building inspection and plan <br />review services throughout California. The City received nine proposals from firms and awarded contracts <br />to six firms, including West Coast Code Consultants, Inc. (WC3). WC3 has provided building inspection and <br />plan review services to the City since 2015. Since 2017, City has frequently utilized WC3 due to the staffing <br />services WC3 is able to provide and the City's experience with the quality of WC3's plan review. <br />ANALYSIS <br />The Community Development Department's Building Division and the Fire Department are responsible <br />for ensuring quality development, construction and health and safety standards by processing building <br />permit applications, reviewing development plans, enforcing zoning ordinances, helping to enforce <br />certain chapters of the municipal building and fire code, and conducting building and fire inspections. <br />Many of the services rendered by the Building Division and Fire Department are provided on a cost <br />recovery or user fee basis. The revenues generated for these fees are used to offset the City's labor, <br />material and professional service costs.
