Each officer or member of a board or commission shall take the eConstitutional oath of office and <br />subscribe thereto before entering upon his their official duties. Such oaths shall be filed with the <br />e0erk. The oath of the eCity eClerk shall be filed with the Mayor. <br />Section 26. CITY MANAGER: <br />The eCity mManager shall be the administrative head of the eCity government. He They shall be <br />chosen by the eCouncil without regard to political consideration and solely with reference to his <br />their executive and administrative qualifications. <br />Residenee shall not be a qualifleatien for his appointment; but pr-emjAy ther-eafter, he shall <br />beeeme and thereafter r-emahi an aetual resident of the eity. <br />The powers and duties of the eCity inManager shall be as follows: <br />(a) To see that all ordinances are enforced. <br />(b) To appoint, except as otherwise provided, all administrative officers, subordinate officers, <br />employees, and remove the same, except as otherwise provided, and have general supervision <br />and control over the same. <br />(c) To exercise general supervision over all privately owned public utilities operating within <br />the eCity. <br />(d) To see that the provisions of all franchises, permits, and privileges granted by the eCity are <br />fully observed and to report to the eCouncil any violation thereof. <br />(e) To act as Purchasing Agent for the eCity. When so acting he they shall give preference to <br />local merchants, quality and price being equal. <br />(f) To attend all meetings of the eCouncil, unless excused therefrom by the eCouncil or the <br />o3Mayor. <br />(g) To examine, or cause to be examined, without notice, the conduct of any officer or <br />employee of the eCity. <br />(h) To keep the eCouncil advised as to the needs of the eCity. <br />(i) To devote his their entire time to the interests of the eCity. <br />0) To have general supervision of all the public parks and playgrounds. <br />(k) To appoint such advisory officers and boards as he they may deem desirable, with the <br />growth of the eCity, to advise and assist him them in his their work; provided, such officers <br />ATTY/CHARTER AMENDMENTS/2018/2018 FINAL CHARTER AMENDMENTS <br />REV: 07.18-18 VR <br />Page 12 of 45 <br />
