<br />EXHIBIT "A" <br /> <br />SCOPE OF SERVICES <br /> <br />Inspect trees as designated on the Tree Preservation Ordinance permit applications. Two levels <br />of service shall be provided, determined by whether the application is for tree removal or tree <br />pruning. <br /> <br />For each permit, the tree will be inspected. Contact with the property owner may be necessary to <br />arrange for access to the tree or permission to enter the property. The following information shall <br />be provided to the City based on the on-site inspection: <br /> <br />A) <br /> <br />B) <br /> <br />Tree Removal Permit Applications: <br /> <br />1. <br /> <br />"Site Observation Checklist" recording the tree's species, size (trunk <br />diameter measured between 6" and 36" above grade), tree conditions <br />and site conditions pertinent to the subject application. Important <br />measurements of the tree's crown spread and proximity to buildings and <br />site improvements. <br />Photograph of the tree (either Poloroid film, Digital, or 35mm film). <br />Hand sketched site drawing, "not to scale," showing the tree, major <br />structures and other pertinent information to the site conditions. <br />Written "Inspection Report" with recommendations to the City for <br />approving or denying removal, stating the basis for such <br />recommendation. <br />Recommendation that the applicant plant a replacement tree when <br />appropriate for the permit conditions and available space on the <br />property. <br /> <br />2. <br />3. <br /> <br />4. <br /> <br />5. <br /> <br />Tree Pruning Permit Application: <br />1. Written "Inspection Report" recording the tree's species, size (trunk <br />diameter measured between 6" and 36" above grade), tree conditions <br />and site conditions pertinent to the subject application. Important <br />measurements of the tree's crown spread and proximity to buildings and <br />site improvements. Provide recommendations to the City for approving or <br />denying the proposed pruning, stating the basis for such <br />recommendation. Provide recommendations for performing the pruning <br />task within ISA Pruning Guidelines (or ASCA Pruning Guidelines in the <br />case of Palm trees). <br />If recommending denial, or where greater detail would be important, a <br />"Site Observation Checklist" similar to the material provided above in <br />number 1 for removal applications. <br />If recommending denial, or where greater detail would be important, at <br />least one photograph (either Poloroid film, digital, or 35mm film) of the <br />tree. <br />Hand sketched site drawing, "not to scale," if it would reduce ambiguity of <br />tree location or provide needed detail. <br /> <br />2. <br /> <br />3. <br /> <br />4. <br /> <br />Ray Morneau shall personally make the on-site inspections and write the inspection reports. A <br />substitute person may be submitted to the City in a written request and the request approved by <br />the City. Approval will be based on the person possessing similar experience and skills. <br />
