6.A. - Page 19 of 50 <br />DAC <br />Section 2 — Executive Summary and Statement of Understanding <br />Disability Access Consultants, LLC (DAC) has extensive experience in the evaluation of program and facility <br />accessibility and provides a full continuum of Americans with Disabilities Act (ADA) and accessibility services <br />for public entities, such as the City of Redwood City. Founded as a California corporation in 1998, DAC has <br />provided services for the past 20 years to assist public entities to comply and implement accessibility <br />requirements in accordance with the ADA, Title 24 of the California Building Code, California Manual on <br />Uniform Traffic Control Devices (CA MUTCD), Public Right -of -Way Accessibility Guidelines (PROWAG), Caltrans <br />Standards and Specifications, Section 504 and related federal, state and local disability -related <br />nondiscrimination laws and regulation. DAC has conducted over 22,000 building inspections, surveyed <br />thousands of parks and playgrounds and performed hundreds of programmatic reviews and self -evaluations <br />to study the accessibility of programs, services, activities, events and related areas. DAC has surveyed over <br />4,000 miles of public rights-of-way. <br />DAC understands that the City of Redwood City is soliciting proposals from qualified professional firms to <br />compile and implement a comprehensive Americans with Disabilities Act (ADA) Self -Evaluation and Transition <br />Plan for City programs, facilities, parks, parking lots, streets, intersections and sidewalks. DAC understands that <br />the City seeks to secure the most qualified proposer to perform field investigations within the City rights-of- <br />way and City facilities in order to identify obstacles limiting accessibility. The City is also looking for advisement <br />on methods to improve accessibility and to help determine a schedule for achieving ADA compliance. DAC has <br />the relevant experience with all state and federal accessibility regulations, public agency provided services, <br />programs and activities requirements, and has extensive experience in preparing accessibility survey and <br />evaluation reports for Title II entities. As DAC has CASp certified inspectors on staff, the inspection reports will <br />be completed or reviewed by a qualified Certified Access Specialist (CASp). <br />The self-evaluation and transition plan project can be called an update, as it appears that the City of Redwood <br />City completed a plan in the early 90's. There are advantages to identifying the plan as an update as it <br />demonstrates ongoing compliance and assists with preparing notices for the public input process that will state <br />that the City of Redwood City is "updating" their current plan. <br />DAC has a team of 25 staff, including CASp certified inspectors, dedicated to assisting public entities, such as <br />the City of Redwood City, with ADA compliance. DAC has a comprehensive understanding of applicable <br />standards, regulations and requirements under Title II of the ADA, California Building Code and related state <br />accessibility standards.
