Updates to the addresses for both BAWSCA and SFPUC <br />Beginning in 2019 BAWSCA and San Francisco will begin discussions to address other potential <br />amendments to the WSA relating to minimum purchase requirements that apply to Wholesale Customers <br />with more than one source of water supply. The WSA allows Wholesale Customers to transfer Individual <br />Supply Guarantee (ISG) between themselves, and some Wholesale Customers may be interested in <br />transferring ISG in order to reduce their minimum purchase requirement and corresponding financial <br />impact. Redwood City does not have a minimum purchase requirement, but may be able to benefit from <br />ISG transfers. <br />FISCAL IMPACT <br />These amendments to the Water Supply Agreement with the City and County of San Francisco do not have <br />any direct fiscal impact to the City. However, changes to the classification of assets will limit and mitigate <br />Redwood City's exposure to financial risks on certain projects and long-term improvements to the <br />Regional Water System. <br />ENVIRONMENTAL REVIEW <br />Prior to approval of the WSIP, San Francisco prepared a program environmental impact report (PEIR) for <br />the WSIP in compliance with the California Environmental Quality Act (CEQA) and the San Francisco <br />Planning Commission certified the WSIP Final PEIR in Planning Commission Motion No. 17734. The City <br />reviewed the Final PEIR and CEQA findings and adopted them to the extent the findings were relevant to <br />its decision to approve the WSA. <br />At this time, the City need not take any further action to comply with the requirements of CEQA as the <br />amendments are not a "project" for the purposes of the CEQA. The amendments at issue involve an <br />administrative activity that does not result in a direct change to the environment (see 14 CCR Section <br />15378(b)(5)), and would not result in a direct or reasonably foreseeable indirect physical change in the <br />environment (see 14 CCR Section 15060(c)(2)). <br />PUBLIC NOTICE <br />Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72 <br />hours prior to the meeting. <br />ALTERNATIVES <br />City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore <br />336 <br />
