6.G. - Page 5 of 238
4. New section 3.18, reflecting the Hetch Hetchy Amendment approved in 2013.
5. Revised section 8.04, reflecting the authority previously delegated by the Wholesale Customers
to BAWSCA in 2014 to initiate, defend, and settle arbitration for matters subject to arbitration
under the WSA.
6. Updates reflecting Cal Water's acquisition of Skyline County Water District.
7. Updates to the addresses for both BAWSCA and SFPUC
Beginning in 2019 BAWSCA and San Francisco will begin discussions to address other potential
amendments to the WSA relating to minimum purchase requirements that apply to Wholesale Customers
with more than one source of water supply. The WSA allows Wholesale Customers to transfer Individual
Supply Guarantee (ISG) between themselves, and some Wholesale Customers may be interested in
transferring ISG in order to reduce their minimum purchase requirement and corresponding financial
impact. Redwood City does not have a minimum purchase requirement, but may be able to benefit from
ISG transfers.
FISCAL IMPACT
These amendments to the Water Supply Agreement with the City and County of San Francisco do not have
any direct fiscal impact to the City. However, changes to the classification of assets will limit and mitigate
Redwood City's exposure to financial risks on certain projects and long-term improvements to the
Regional Water System.
ENVIRONMENTAL REVIEW
Prior to approval of the WSIP, San Francisco prepared a program environmental impact report (PEIR) for
the WSIP in compliance with the California Environmental Quality Act (CEQA) and the San Francisco
Planning Commission certified the WSIP Final PEIR in Planning Commission Motion No. 17734. The City
reviewed the Final PEIR and CEQA findings and adopted them to the extent the findings were relevant to
its decision to approve the WSA.
At this time, the City need not take any further action to comply with the requirements of CEQA as the
amendments are not a "project" for the purposes of the CEQA. The amendments at issue involve an
administrative activity that does not result in a direct change to the environment (see 14 CCR Section
15378(b)(5)), and would not result in a direct or reasonably foreseeable indirect physical change in the
environment (see 14 CCR Section 15060(c)(2)).
PUBLIC NOTICE
Public Notification was achieved by posting the agenda, with the agenda items being listed, at least 72
hours prior to the meeting.
ALTERNATIVES
City of Redwood City 1017 Middlefield Road, Redwood City, CA. 94063 Tel: 650-780-7000 www.redwoodcity.ore
336
